Middlesex Water Company’s corporate profile includes ownership and operation of regulated water utility and wastewater systems in New Jersey and Delaware. The Company also operates water and wastewater systems under contract on behalf of municipal and private clients in New Jersey and Delaware. Middlesex Water has grown from a single water utility to an enterprise with distinct business operating units meeting a full range of residential, commercial, and municipal water and wastewater needs.
Through our affiliated companies, we are delivering technical and management capabilities that creatively address challenges such as aging infrastructure and increasing regulatory pressures faced by municipalities, developers, and small system owners. The company’s subsidiaries include Tidewater Utilities, Inc., Pinelands Water Company, Pinelands Wastewater Company, Utility Service Affiliates, Inc., Utility Service Affiliates (Perth Amboy) Inc., Utility Service Affiliates – Avalon and Tidewater’s wholly-owned subsidiaries include Southern Shores Water Company, LLC and White Marsh Environmental Systems, Inc.
The Company has two overall business segments:
- Regulated: The regulated business involves collecting, treating and distributing water on a retail and wholesale basis to residential, commercial, industrial and fire protection customers in parts of New Jersey and Delaware. This segment also includes regulated wastewater systems in New Jersey and Delaware.
- Non-Regulated: Non-regulated contract services includes the operation and maintenance of municipal and private water and wastewater systems in New Jersey and Delaware.
 
				

 JAMES F. COSGROVE, Jr., P.E., is President of One Water Consulting, LLC, a water resource solutions company providing strategic planning and regulatory compliance support to public and private sector entities. Prior to his current position, he served as Vice President and Principal of Kleinfelder, a firm offering consulting in architecture, civil and structural engineering, construction management, environmental analysis, remediation, and natural resources management throughout the U.S., Canada and Australia.  A Professional Engineer licensed in the State of New Jersey, Mr. Cosgrove has over 30 years’ experience in the field of environmental engineering and science with extensive background in water quality monitoring and modeling.  Mr. Cosgrove formerly served as Principal and Founder of Omni Environmental LLC, an environmental consulting firm based in Princeton, NJ.  Mr. Cosgrove’s professional affiliations include the American Society of Civil Engineers, the American Water Resources Association, the National Society of Professional Engineers, and the Water Environment Federation, among others.  He served as a director of the Association of Environmental Authorities from 2005-2011 and currently serves on the New Jersey Clean Water Council. Mr. Cosgrove received a B.S. degree in Civil Engineering from Lafayette College and earned his M.E. in Environmental and Water Resource Systems Engineering from Cornell University.

 ANN L. NOBLE serves as a Financial Consultant providing advisory services in the areas of strategic planning, financial management and contract negotiation. She previously worked for Qual-Lynx for 14 years holding various positions including President and Chief Executive Officer the last 5 years of her tenure. Prior to that, Ms. Noble served as Vice President, Workers’ Compensation for QualCare, Inc. and Vice President of Finance for Robert Wood Johnson University Hospital. Ms. Noble’s background includes financial and contract management, sales and strategic planning. Ms. Noble serves on the Board of Manasquan Bank and is a Member of the Board of Trustees and Treasurer of the Val Skinner Foundation. Ms. Noble holds a B.S. in Accounting from Seton Hall University and is a Certified Public Accountant (inactive).

WALTER G. REINHARD  ROBERT J. CAPKO, a Certified Public Accountant, joined the Company in 2009 as Corporate Controller. On March 28, 2023, Mr. Capko was appointed Principal Accounting Officer of Middlesex. Mr. Capko is also a Director and Treasurer of Tidewater and White Marsh and Controller of USA, USAPA, Pinelands Water and Pinelands Wastewater. Prior to joining Middlesex, Mr. Capko was an Audit Senior Manager with Deloitte & Touche LLP, with a focus on publicly traded regulated utilities including several regulated public utility clients subject to the jurisdiction of the NJBPU.
ROBERT J. CAPKO, a Certified Public Accountant, joined the Company in 2009 as Corporate Controller. On March 28, 2023, Mr. Capko was appointed Principal Accounting Officer of Middlesex. FULLAGAR, P.E. has 30 years of experience in water and wastewater utility management, system operations, infrastructure improvement and capital program implementation, change management, worker safety, physical/cyber security, operational resiliency and emergency management. Mr. Fullagar joined the Company in 1997 as Director of Distribution and held positions of increasing responsibility before being named Vice President of Operations in January 2019. He oversees all departments and subsidiary operating units responsible for water and wastewater treatment, production, construction, distribution and collection. He chairs both the Emergency Management & Security and the Safety Committees which includes all subsidiary operating/business units. Mr. Fullagar earned his B.S. Degree in Civil Engineering from the New Jersey Institute of Technology and holds professional engineer and system operator’s licenses in New Jersey and Pennsylvania. He is the sector chair for the New Jersey Infrastructure Advisory Committee where he represents investor and municipally owned water and wastewater utilities throughout the State in matters pertaining to resiliency. He is also a member of the New Jersey Domestic Security Preparedness Task Force – Water and Wastewater Sector Security and Resiliency Working Group, the Civil Engineering National Honor Society, the American Water Works Association, the American Society of Civil Engineers, the National Fire Protection Association, the New Jersey Utility Association and ASIS International.

 BRUCE E. PATRICK, a licensed professional engineer, joined Tidewater in February 2002 as Vice President of Engineering. He was promoted to Vice President and General Manager in April 2012, Executive Vice President in April 2023, and President in December 2023. Mr. Patrick has extensive experience in regulatory compliance, permitting, planning and design. Prior to joining Tidewater, he served as Kent County, Delaware Public Works Director and County Engineer where he had overall responsibility for the County’s regional wastewater facilities. Mr. Patrick also held prior positions with the Delaware Department of Natural Resources and Environmental Control as well as the Delaware Division of Public Health.

 GEORGIA M. SIMPSON is Vice President – Information Technology & Chief Technology Officer for the Middlesex Water Enterprise. She joined the company as Director of Information Technology in 2009. Ms. Simpson has over 24 years of experience in the Computer Science and Information Technology sector and has gained an extensive array of technical and business computer certifications. Ms. Simpson provides leadership for the continued development of an innovative, versatile, agile and secure technology environment for the Middlesex Water family of companies. She has extensive experience in cultivating and motiving team members to exceed personal and professional goals. Ms. Simpson graduated summa cum laude from Monroe College. She is a member of the New Jersey Project Management Institute, the Society for Information Management and the Association for Computing Machinery.
