The Company has two overall business segments:

  • Regulated: The regulated business involves collecting, treating and distributing water on a retail and wholesale basis to residential, commercial, industrial and fire protection customers in parts of New Jersey and Delaware. This segment also includes regulated wastewater systems in New Jersey and Delaware.
  • Non-Regulated: Non-regulated contract services includes the operation and maintenance of municipal and private water and wastewater systems in New Jersey and Delaware.

Joshua Bershad

JOSHUA BERSHAD, M.D., is Executive Vice President, Physician Services of RWJBarnabas Health and Chief Medical Officer of Rutgers Athletics.  In addition to his role with RWJBarnabas Health and Rutgers Athletics, Dr. Bershad teaches in multiple capacities at Rutgers University, including as Clinical Assistant Professor of Medicine at Rutgers-Robert Wood Johnson Medical School, as Adjunct Clinical Professor at Rutgers-Ernest Mario School of Pharmacy, and as Visiting Lecturer at Rutgers Business School EMBA Program. Previously, he served in multiple senior executive roles within Robert Wood Johnson University Hospital & Health System, including Senior Vice President/Chief Medical Officer and Chair of the Medical Executive Committee for approximately 10 years. He was the organizer and initial President of RWJ Physician Enterprise, a multispecialty physician group.  Dr. Bershad serves as a member of the Board of Directors of the Middlesex County Medical Society and is Chairman of the Board of Directors of Robert Wood Johnson Visiting Nurses. He also is a member of the Board of Trustees of the VNA Health Group. Dr. Bershad attended both Rutgers Medical School and Rutgers Business School where he received his MD and MBA, respectively. He also holds a Bachelor’s degree in Biology/Geology from the State University of New York (SUNY) Binghamton.

JAMES COSGROVE, Jr., P.E., is President of One Water Consulting, LLC, a water resource solutions company providing strategic planning and regulatory compliance support to public and private sector entities. Prior to his current position, he served as Vice President and Principal of Kleinfelder, a firm offering consulting in architecture, civil and structural engineering, construction management, environmental analysis, remediation, and natural resources management throughout the U.S., Canada and Australia.  A Professional Engineer licensed in the State of New Jersey, Mr. Cosgrove has over 30 years’ experience in the field of environmental engineering and science with extensive background in water quality monitoring and modeling.  Mr. Cosgrove formerly served as Principal and Founder of Omni Environmental LLC, an environmental consulting firm based in Princeton, NJ.  Mr. Cosgrove’s professional affiliations include the American Society of Civil Engineers, the American Water Resources Association, the National Society of Professional Engineers, and the Water Environment Federation, among others.  He served as a director of the Association of Environmental Authorities from 2005-2011 and currently serves on the New Jersey Clean Water Council. Mr. Cosgrove received a B.S. degree in Civil Engineering from Lafayette College and earned his M.E. in Environmental and Water Resource Systems Engineering from Cornell University.

KIM HANEMANN was named  President and Chief Operating Officer of Public Service Electric and Gas Company (PSE&G), effective June 30, 2021.  PSE&G is one of the largest combined electric and gas companies in the United States and is New Jersey’s oldest and largest publicly owned utility.  Previously, she had been PSE&G’s Senior Vice President and Chief Operating Officer. In that role, she was responsible for PSE&G’s electric, gas and customer operations, as well as the company’s asset management and centralized services organization.  She also oversaw the on-time, on-scope and on-budget execution of the company’s large construction projects.  Prior to being named Chief Operating Officer in January 2020, Ms. Hanemann held numerous leadership positions in both electric and gas field operations and in utility support operations. Prior to being named Chief Operating Officer, Ms. Hanemann held numerous leadership positions in both electric and gas field operations and in utility support operations. Ms. Hanemann is a member of the Board of Directors of the New Jersey Chamber of Commerce and the New Jersey Utilities Association. She was previously a member of the Board of Trustees of Children’s Specialized Hospital. Ms. Hanemann earned her Bachelor’s degree in mechanical engineering from Lehigh University and an M.B.A. from Rutgers Graduate School of Management.

ROBERT HOGLUND is the former Senior Vice President and Chief Financial Officer of Consolidated Edison, Inc., where he led all financial functions and served as management liaison to key Board committees. He chaired the boards of two subsidiaries Clean Energy Business and Con Edison Transmission and served on the board of Orange & Rockland Utilities. Before joining Consolidated Edison, Mr. Hoglund spent over 15 years in investment banking, including as Managing Director for Citigroup. He is active in the not-for-profit sector, serving as Chair of the Chamber Music Society of Lincoln Center and holding board roles with the Orchestra of St. Luke’s, Lincoln Center for the Performing Arts, and the Citizens Budget Commission. Mr. Hoglund holds an MBA and JD from the University of Virginia and a BA with distinction from the University of Virginia. He is admitted to the New York bar.

STEVEN KLEIN, CPA, serves as President and Chief Executive Officer of Northfield Bancorp, Inc. and its subsidiary, Northfield Bank, with overall responsibility for activities of these entities.  He was named to the Board of Directors of Northfield Bancorp. Inc. and Northfield Bank in August 2013.  Mr. Klein’s background includes serving as an audit partner with the international accounting and auditing firm KPMG LLP.  He is a Certified Public Accountant and member of the American Institute of Certified Public Accountants and the New Jersey Society of Certified Public Accountants.  He is a board member of the New Jersey Bankers Association and the American Bankers Association.  Mr. Klein serves on the Board of Trustees of Richmond University Medical Center.  He earned a B.A. in Business Administration from Montclair State University.

AMY MANSUE has dedicated four decades to advancing health care, serving in both the public sector and within leading hospitals and health systems across New Jersey. Ms. Mansue currently serves as Chief Executive Officer of Inspira Health. Previously she worked in the RWJ/Barnabas Health system for 17 years having served in a variety of roles including: Executive Vice President and Chief Experience Officer of RWJBarnabas Health, RWJBarnabas Health – President of the Southern Region, and President and Chief Executive Officer of Children’s Specialized Hospital. Ms. Mansue’s background includes serving as a staff member on healthcare policy for former New Jersey Governor Jim Florio, serving as a Deputy Commissioner in the New Jersey Department of Human Services and as Deputy Chief of Staff to former New Jersey Governor James McGreevey. She was President of HIP/NJ and Senior VP of Strategy for HIP/NY. Ms. Mansue serves on the Boards of the New Jersey Chamber of Commerce, the NJ Hospital Association, Rutgers Board of Trustees, and the New Brunswick Development Corporation. Ms. Mansue holds a Bachelor’s degree in social welfare and a Master’s degree in social work, planning and management from the University of Alabama.

VAUGHN MCKOY Esq., is Partner with the firm of Connell Foley, LLP where he specializes in general and commercial litigation, regulatory matters, corporate governance, ethics and compliance and government affairs.  His leadership experience includes over 25 years working with federal and state governments, non-profits, law firms and corporations.  Mr. McKoy brings to the Middlesex Board over 12 years of experience in various legal and business positions of increasing responsibility at Public Service Enterprise Group (PSEG) New Jersey’s largest utility company, where he completed his tenure as Managing Director and Vice-President. Mr. McKoy serves on the Board of Governors of Hackensack Meridian Medical School. He serves as Vice Chair of the Dfree Global Foundation and on the Corporate Advisory Council of the Boys and Girls Clubs of New Jersey. Mr. McKoy holds a Bachelor of Science degree in administration of justice from Rutgers University. He earned a juris doctorate from Rutgers University’s School of Law and a Master of Business Administration degree from New York University’s Stern School of Business.

ANN NOBLE serves as a Financial Consultant providing advisory services in the areas of strategic planning, financial management and contract negotiation. She previously worked for Qual-Lynx for 14 years holding various positions including President and Chief Executive Officer the last 5 years of her tenure. Prior to that, Ms. Noble served as Vice President, Workers’ Compensation for QualCare, Inc. and Vice President of Finance for Robert Wood Johnson University Hospital. Ms. Noble’s background includes financial and contract management, sales and strategic planning. Ms. Noble serves on the Board of Manasquan Bank and is a Member of the Board of Trustees and Treasurer of the Val Skinner Foundation. Ms. Noble holds a B.S. in Accounting from Seton Hall University and is a Certified Public Accountant (inactive).

WALTER REINHARD served as a partner in the law firm of Norris McLaughlin, P.A. prior to his retirement from the active practice of law and partnership in the firm on December 31, 2014.  He had been with the firm since 1984 and practiced administrative, environmental and regulatory law involving public utilities. He brings over 40 years of law experience to the Board including expertise in handling regulatory matters before the New Jersey Board of Public Utilities and the New Jersey Department of Environmental Protection. During his tenure at Norris McLaughlin, Mr. Reinhard’s professional affiliations include the New Jersey State Bar Association and its Public Utility Law Section (Chair, 1988-89), the Water Utility Council of the American Water Works Association, New Jersey Chapter, and the New Jersey Chapter of the National Association of Water Companies. Mr. Reinhard serves as a director of the Fanwood-Scotch Plains YMCA. He received his B.A. from the University of Pennsylvania and his J.D. from Pennsylvania State University’s Dickinson School of Law.

NADINE LESLIE serves as Chair, President and Chief Executive Officer of Middlesex Water Company (NASADAQ:MSEX), a publicly-traded investor-owned water and wastewater utility company established in 1897. Middlesex Water is one of eight remaining U.S. based publicly traded water utilities in the country.

Ms. Leslie is an accomplished leader with more than 25 years of domestic and international experience in the Water Industry. She was appointed President and Chief Executive Officer of Middlesex Water effective March 1, 2024. She previously served as Chief Executive Officer of SUEZ North America from 2019 to 2022. In this capacity, she was responsible for overseeing one of North America’s leading environmental companies, with revenues over $1.1 billion, providing water and recycling and recovery services to 6.6 million people in the United States and Canada. The scope of her responsibilities included 15 regulated water utilities, 65 municipal contracts through innovative public-private partnerships and the long-term asset management contracts for water storage facilities, serving more than 4,000 municipal and industrial clients.

Ms. Leslie holds a Bachelor of Science degree in civil engineering from the Faculte des Sciences in Haiti and completed an internship/scholarship program in urban planning at La Cambre University in Belgium.

Senior Management

ROBERT FULLAGAR, P.E. has 30 yeaars of experience in water and wastewater utility management, system operations, infrastructure improvement and capital program implementation, change management, worker safety, physical/cyber security, operational resiliency and emergency management. Mr. Fullagar joined the Company in 1997 as Director of Distribution and held positions of increasing responsibility before being named President of New Jersey Operations in 2025. He oversees all departments and subsidiary operating units responsible for water and wastewater treatment, production, construction, distribution and collection. He chairs both the Emergency Management & Security and the Safety Committees which includes all subsidiary operating/business units. Mr. Fullagar earned his B.S. Degree in Civil Engineering from the New Jersey Institute of Technology and holds professional engineer and system operator’s licenses in New Jersey and Pennsylvania. He is the sector chair for the New Jersey Infrastructure Advisory Committee where he represents investor and municipally owned water and wastewater utilities throughout the State in matters pertaining to resiliency. He is also a member of the New Jersey Domestic Security Preparedness Task Force – Water and Wastewater Sector Security and Resiliency Working Group, the Civil Engineering National Honor Society, the American Water Works Association, the American Society of Civil Engineers, the National Fire Protection Association, the New Jersey Utility Association and ASIS International.

LORRIE GINEGAW has more than a decade of experience in human resource management. She joined Tidewater Utilities, a Middlesex Water affiliate in 2004. In May 2007, Ms. Ginegaw was promoted to Director of Human Resources for Middlesex and effective March 1, 2012, Ms. Ginegaw was appointed Vice President-Human Resources. Ms. Ginegaw is responsible for all Human Resources throughout the Company. Prior to joining the Company, Ms. Ginegaw worked in human resources positions in the healthcare and transportation/logistics industries. She earned a B.A. from Wichita State University and a M.B.A. from Wilmington University. She serves on the Board of the New Jersey Utilities Association.

 

JAY KOOPER, Esq., joined Middlesex Water in March 2014 as Vice President, General Counsel and Secretary. Mr. Kooper has more than 20 years of experience as a public utilities attorney, having represented clients across every public utilities sector – water, wastewater, electric, gas, telephone and cable. Mr. Kooper is a Past Chair and serves on the Board of Consultors of the New Jersey State Bar Association’s Public Utilities Law Section. Mr. Kooper also serves on the Board of Directors of the National Association of Water Companies and selected non-profit Boards in New Jersey. In 2019, Mr. Kooper was named NJBIZ General Counsel of the Year and was previously recognized as a finalist for the NJBIZ General Counsel of the Year Award and the New York Stock Exchange’s Distinguished General Counsel Award. Mr. Kooper received his Juris Doctor from George Washington University Law School and his Bachelor of Arts degree in Political Science and History from Emory University.

BRUCE PATRICK, a licensed professional engineer, joined Tidewater in February 2002 as Vice President of Engineering. He was promoted to Vice President and General Manager in April 2012, Executive Vice President in April 2023, and President in December 2023. Mr. Patrick has extensive experience in regulatory compliance, permitting, planning and design. Prior to joining Tidewater, he served as Kent County, Delaware Public Works Director and County Engineer where he had overall responsibility for the County’s regional wastewater facilities. Mr. Patrick also held prior positions with the Delaware Department of Natural Resources and Environmental Control as well as the Delaware Division of Public Health.

MOHAMMED (RALLY) ZERHOUNI is an accomplished finance leader with over 20 years of experience primarily in the regulated utility sector.  Mr. Zerhouni was appointed as Senior Vice President, Chief Financial Officer and Treasurer of Middlesex Water Company effective June 24, 2024. He was most recently the Senior Vice President of Finance and Principal Accounting Officer of SJW Group, where he led a team of more than 55 professionals in key accounting and finance areas.

Prior to joining SJW Group, he was the Chief Financial Officer for Veolia North America regulated utility business where he led the development and execution of the finance transformation roadmap. In addition, he led audit engagement teams at PwC, which included engagements with large investor-owned utilities. Mr. Zerhouni was also an adjunct faculty at Franklin University teaching accounting courses.

Mr. Zerhouni is a Certified Public Accountant. He attended Franklin University, where he received a Bachelor of Science in Accounting and a Master of Business Administration.

GEORGIA SIMPSON is Vice President – Information Technology and Chief Technology Officer for the Middlesex Water Enterprise. She joined the company as Director of Information Technology in 2009. Ms. Simpson has over 24 years of experience in the Computer Science and Information Technology sector and has gained an extensive array of technical and business computer certifications. Ms. Simpson provides leadership for the continued development of an innovative, versatile, agile and secure technology environment for the Middlesex Water family of companies. She has extensive experience in cultivating and motiving team members to exceed personal and professional goals. Ms. Simpson graduated summa cum laude from Monroe College. She is a member of the New Jersey Project Management Institute, the Society for Information Management and the Association for Computing Machinery.

GREGORY SORENSEN serves as Vice President and Chief Operating Officer of Middlesex Water Company, a role he assumed on December 16, 2024. With extensive experience in the utility sector, Sorensen oversees the company’s operational performance, including direct oversight of Engineering and Operations, environmental compliance, safety, and other essential functions. His responsibilities also include water and wastewater operations, capital program planning and delivery, safety and security, sustainability, and growth initiatives.

Prior to joining Middlesex Water, Sorensen served as President, West Region at Liberty Utilities, where he led a team of 800 professionals responsible for delivering water, sewer, and electric services to approximately 200,000 customers across Arizona, California, and Texas, as well as 240,000 customers in Chile. He had direct oversight of operations, engineering, and finance, managing regulated utility revenue of over $400 million. With a career defined by operational excellence, regulatory compliance, and employee development, Sorensen is dedicated to fostering a strong culture of safety and environmental stewardship at Middlesex Water. Sorensen, a Certified Public Accountant, received his Bachelor of Science degree in Accounting from Wake Forest University in North Carolina.

TATYANA KAPLAN serves as Vice President and Chief Accounting Officer at Middlesex Water Company, bringing extensive experience in regulated utility accounting, financial reporting, and strategic transformation. She joined the company effective March 26, 2026.

Ms. Kaplan most recently served as Director of Accounting for Veolia North America’s regulated utility business, where she led regulatory accounting and reporting across six jurisdictions and played a key role in shaping and executing the organization’s accounting and finance transformation roadmap.  Prior to her work at Veolia, she held roles at Prudential Financial, Inc. as an Associate Manager focused on external financial reporting, and at PricewaterhouseCoopers LLP as a Senior Associate in the power and utilities sector.

A Certified Public Accountant, Ms. Kaplan earned both a Bachelor of Science in Accounting and Finance and a Master of Science in Accounting from the Leonard N. Stern School of Business at New York University.

Joshua Bershad

JOSHUA BERSHAD, M.D., is Executive Vice President, Physician Services of RWJBarnabas Health and Chief Medical Officer of Rutgers Athletics.  In addition to his role with RWJBarnabas Health and Rutgers Athletics, Dr. Bershad teaches in multiple capacities at Rutgers University, including as Clinical Assistant Professor of Medicine at Rutgers-Robert Wood Johnson Medical School, as Adjunct Clinical Professor at Rutgers-Ernest Mario School of Pharmacy, and as Visiting Lecturer at Rutgers Business School EMBA Program. Previously, he served in multiple senior executive roles within Robert Wood Johnson University Hospital & Health System, including Senior Vice President/Chief Medical Officer and Chair of the Medical Executive Committee for approximately 10 years. He was the organizer and initial President of RWJ Physician Enterprise, a multispecialty physician group.  Dr. Bershad serves as a member of the Board of Directors of the Middlesex County Medical Society and is Chairman of the Board of Directors of Robert Wood Johnson Visiting Nurses. He also is a member of the Board of Trustees of the VNA Health Group. Dr. Bershad attended both Rutgers Medical School and Rutgers Business School where he received his MD and MBA, respectively. He also holds a Bachelor’s degree in Biology/Geology from the State University of New York (SUNY) Binghamton.

JAMES COSGROVE, Jr., P.E., is President of One Water Consulting, LLC, a water resource solutions company providing strategic planning and regulatory compliance support to public and private sector entities. Prior to his current position, he served as Vice President and Principal of Kleinfelder, a firm offering consulting in architecture, civil and structural engineering, construction management, environmental analysis, remediation, and natural resources management throughout the U.S., Canada and Australia.  A Professional Engineer licensed in the State of New Jersey, Mr. Cosgrove has over 30 years’ experience in the field of environmental engineering and science with extensive background in water quality monitoring and modeling.  Mr. Cosgrove formerly served as Principal and Founder of Omni Environmental LLC, an environmental consulting firm based in Princeton, NJ.  Mr. Cosgrove’s professional affiliations include the American Society of Civil Engineers, the American Water Resources Association, the National Society of Professional Engineers, and the Water Environment Federation, among others.  He served as a director of the Association of Environmental Authorities from 2005-2011 and currently serves on the New Jersey Clean Water Council. Mr. Cosgrove received a B.S. degree in Civil Engineering from Lafayette College and earned his M.E. in Environmental and Water Resource Systems Engineering from Cornell University.

KIM HANEMANN was named  President and Chief Operating Officer of Public Service Electric and Gas Company (PSE&G), effective June 30, 2021.  PSE&G is one of the largest combined electric and gas companies in the United States and is New Jersey’s oldest and largest publicly owned utility.  Previously, she had been PSE&G’s Senior Vice President and Chief Operating Officer. In that role, she was responsible for PSE&G’s electric, gas and customer operations, as well as the company’s asset management and centralized services organization.  She also oversaw the on-time, on-scope and on-budget execution of the company’s large construction projects.  Prior to being named Chief Operating Officer in January 2020, Ms. Hanemann held numerous leadership positions in both electric and gas field operations and in utility support operations. Prior to being named Chief Operating Officer, Ms. Hanemann held numerous leadership positions in both electric and gas field operations and in utility support operations. Ms. Hanemann is a member of the Board of Directors of the New Jersey Chamber of Commerce and the New Jersey Utilities Association. She was previously a member of the Board of Trustees of Children’s Specialized Hospital. Ms. Hanemann earned her Bachelor’s degree in mechanical engineering from Lehigh University and an M.B.A. from Rutgers Graduate School of Management.

ROBERT HOGLUND is the former Senior Vice President and Chief Financial Officer of Consolidated Edison, Inc., where he led all financial functions and served as management liaison to key Board committees. He chaired the boards of two subsidiaries Clean Energy Business and Con Edison Transmission and served on the board of Orange & Rockland Utilities. Before joining Consolidated Edison, Mr. Hoglund spent over 15 years in investment banking, including as Managing Director for Citigroup. He is active in the not-for-profit sector, serving as Chair of the Chamber Music Society of Lincoln Center and holding board roles with the Orchestra of St. Luke’s, Lincoln Center for the Performing Arts, and the Citizens Budget Commission. Mr. Hoglund holds an MBA and JD from the University of Virginia and a BA with distinction from the University of Virginia. He is admitted to the New York bar.

STEVEN KLEIN, CPA, serves as President and Chief Executive Officer of Northfield Bancorp, Inc. and its subsidiary, Northfield Bank, with overall responsibility for activities of these entities.  He was named to the Board of Directors of Northfield Bancorp. Inc. and Northfield Bank in August 2013.  Mr. Klein’s background includes serving as an audit partner with the international accounting and auditing firm KPMG LLP.  He is a Certified Public Accountant and member of the American Institute of Certified Public Accountants and the New Jersey Society of Certified Public Accountants.  He is a board member of the New Jersey Bankers Association and the American Bankers Association.  Mr. Klein serves on the Board of Trustees of Richmond University Medical Center.  He earned a B.A. in Business Administration from Montclair State University.

AMY MANSUE has dedicated four decades to advancing health care, serving in both the public sector and within leading hospitals and health systems across New Jersey. Ms. Mansue currently serves as Chief Executive Officer of Inspira Health. Previously she worked in the RWJ/Barnabas Health system for 17 years having served in a variety of roles including: Executive Vice President and Chief Experience Officer of RWJBarnabas Health, RWJBarnabas Health – President of the Southern Region, and President and Chief Executive Officer of Children’s Specialized Hospital. Ms. Mansue’s background includes serving as a staff member on healthcare policy for former New Jersey Governor Jim Florio, serving as a Deputy Commissioner in the New Jersey Department of Human Services and as Deputy Chief of Staff to former New Jersey Governor James McGreevey. She was President of HIP/NJ and Senior VP of Strategy for HIP/NY. Ms. Mansue serves on the Boards of the New Jersey Chamber of Commerce, the NJ Hospital Association, Rutgers Board of Trustees, and the New Brunswick Development Corporation. Ms. Mansue holds a Bachelor’s degree in social welfare and a Master’s degree in social work, planning and management from the University of Alabama.

VAUGHN MCKOY Esq., is Partner with the firm of Connell Foley, LLP where he specializes in general and commercial litigation, regulatory matters, corporate governance, ethics and compliance and government affairs.  His leadership experience includes over 25 years working with federal and state governments, non-profits, law firms and corporations.  Mr. McKoy brings to the Middlesex Board over 12 years of experience in various legal and business positions of increasing responsibility at Public Service Enterprise Group (PSEG) New Jersey’s largest utility company, where he completed his tenure as Managing Director and Vice-President. Mr. McKoy serves on the Board of Governors of Hackensack Meridian Medical School. He serves as Vice Chair of the Dfree Global Foundation and on the Corporate Advisory Council of the Boys and Girls Clubs of New Jersey. Mr. McKoy holds a Bachelor of Science degree in administration of justice from Rutgers University. He earned a juris doctorate from Rutgers University’s School of Law and a Master of Business Administration degree from New York University’s Stern School of Business.

ANN NOBLE serves as a Financial Consultant providing advisory services in the areas of strategic planning, financial management and contract negotiation. She previously worked for Qual-Lynx for 14 years holding various positions including President and Chief Executive Officer the last 5 years of her tenure. Prior to that, Ms. Noble served as Vice President, Workers’ Compensation for QualCare, Inc. and Vice President of Finance for Robert Wood Johnson University Hospital. Ms. Noble’s background includes financial and contract management, sales and strategic planning. Ms. Noble serves on the Board of Manasquan Bank and is a Member of the Board of Trustees and Treasurer of the Val Skinner Foundation. Ms. Noble holds a B.S. in Accounting from Seton Hall University and is a Certified Public Accountant (inactive).

WALTER REINHARD served as a partner in the law firm of Norris McLaughlin, P.A. prior to his retirement from the active practice of law and partnership in the firm on December 31, 2014.  He had been with the firm since 1984 and practiced administrative, environmental and regulatory law involving public utilities. He brings over 40 years of law experience to the Board including expertise in handling regulatory matters before the New Jersey Board of Public Utilities and the New Jersey Department of Environmental Protection. During his tenure at Norris McLaughlin, Mr. Reinhard’s professional affiliations include the New Jersey State Bar Association and its Public Utility Law Section (Chair, 1988-89), the Water Utility Council of the American Water Works Association, New Jersey Chapter, and the New Jersey Chapter of the National Association of Water Companies. Mr. Reinhard serves as a director of the Fanwood-Scotch Plains YMCA. He received his B.A. from the University of Pennsylvania and his J.D. from Pennsylvania State University’s Dickinson School of Law.

NADINE LESLIE serves as Chair, President and Chief Executive Officer of Middlesex Water Company (NASADAQ:MSEX), a publicly-traded investor-owned water and wastewater utility company established in 1897. Middlesex Water is one of eight remaining U.S. based publicly traded water utilities in the country.

Ms. Leslie is an accomplished leader with more than 25 years of domestic and international experience in the Water Industry. She was appointed President and Chief Executive Officer of Middlesex Water effective March 1, 2024. She previously served as Chief Executive Officer of SUEZ North America from 2019 to 2022. In this capacity, she was responsible for overseeing one of North America’s leading environmental companies, with revenues over $1.1 billion, providing water and recycling and recovery services to 6.6 million people in the United States and Canada. The scope of her responsibilities included 15 regulated water utilities, 65 municipal contracts through innovative public-private partnerships and the long-term asset management contracts for water storage facilities, serving more than 4,000 municipal and industrial clients.

Ms. Leslie holds a Bachelor of Science degree in civil engineering from the Faculte des Sciences in Haiti and completed an internship/scholarship program in urban planning at La Cambre University in Belgium.

Senior Management

ROBERT FULLAGAR, P.E. has 30 yeaars of experience in water and wastewater utility management, system operations, infrastructure improvement and capital program implementation, change management, worker safety, physical/cyber security, operational resiliency and emergency management. Mr. Fullagar joined the Company in 1997 as Director of Distribution and held positions of increasing responsibility before being named President of New Jersey Operations in 2025. He oversees all departments and subsidiary operating units responsible for water and wastewater treatment, production, construction, distribution and collection. He chairs both the Emergency Management & Security and the Safety Committees which includes all subsidiary operating/business units. Mr. Fullagar earned his B.S. Degree in Civil Engineering from the New Jersey Institute of Technology and holds professional engineer and system operator’s licenses in New Jersey and Pennsylvania. He is the sector chair for the New Jersey Infrastructure Advisory Committee where he represents investor and municipally owned water and wastewater utilities throughout the State in matters pertaining to resiliency. He is also a member of the New Jersey Domestic Security Preparedness Task Force – Water and Wastewater Sector Security and Resiliency Working Group, the Civil Engineering National Honor Society, the American Water Works Association, the American Society of Civil Engineers, the National Fire Protection Association, the New Jersey Utility Association and ASIS International.

LORRIE GINEGAW has more than a decade of experience in human resource management. She joined Tidewater Utilities, a Middlesex Water affiliate in 2004. In May 2007, Ms. Ginegaw was promoted to Director of Human Resources for Middlesex and effective March 1, 2012, Ms. Ginegaw was appointed Vice President-Human Resources. Ms. Ginegaw is responsible for all Human Resources throughout the Company. Prior to joining the Company, Ms. Ginegaw worked in human resources positions in the healthcare and transportation/logistics industries. She earned a B.A. from Wichita State University and a M.B.A. from Wilmington University. She serves on the Board of the New Jersey Utilities Association.

 

JAY KOOPER, Esq., joined Middlesex Water in March 2014 as Vice President, General Counsel and Secretary. Mr. Kooper has more than 20 years of experience as a public utilities attorney, having represented clients across every public utilities sector – water, wastewater, electric, gas, telephone and cable. Mr. Kooper is a Past Chair and serves on the Board of Consultors of the New Jersey State Bar Association’s Public Utilities Law Section. Mr. Kooper also serves on the Board of Directors of the National Association of Water Companies and selected non-profit Boards in New Jersey. In 2019, Mr. Kooper was named NJBIZ General Counsel of the Year and was previously recognized as a finalist for the NJBIZ General Counsel of the Year Award and the New York Stock Exchange’s Distinguished General Counsel Award. Mr. Kooper received his Juris Doctor from George Washington University Law School and his Bachelor of Arts degree in Political Science and History from Emory University.

BRUCE PATRICK, a licensed professional engineer, joined Tidewater in February 2002 as Vice President of Engineering. He was promoted to Vice President and General Manager in April 2012, Executive Vice President in April 2023, and President in December 2023. Mr. Patrick has extensive experience in regulatory compliance, permitting, planning and design. Prior to joining Tidewater, he served as Kent County, Delaware Public Works Director and County Engineer where he had overall responsibility for the County’s regional wastewater facilities. Mr. Patrick also held prior positions with the Delaware Department of Natural Resources and Environmental Control as well as the Delaware Division of Public Health.

MOHAMMED (RALLY) ZERHOUNI is an accomplished finance leader with over 20 years of experience primarily in the regulated utility sector.  Mr. Zerhouni was appointed as Senior Vice President, Chief Financial Officer and Treasurer of Middlesex Water Company effective June 24, 2024. He was most recently the Senior Vice President of Finance and Principal Accounting Officer of SJW Group, where he led a team of more than 55 professionals in key accounting and finance areas.

Prior to joining SJW Group, he was the Chief Financial Officer for Veolia North America regulated utility business where he led the development and execution of the finance transformation roadmap. In addition, he led audit engagement teams at PwC, which included engagements with large investor-owned utilities. Mr. Zerhouni was also an adjunct faculty at Franklin University teaching accounting courses.

Mr. Zerhouni is a Certified Public Accountant. He attended Franklin University, where he received a Bachelor of Science in Accounting and a Master of Business Administration.

GEORGIA SIMPSON is Vice President – Information Technology and Chief Technology Officer for the Middlesex Water Enterprise. She joined the company as Director of Information Technology in 2009. Ms. Simpson has over 24 years of experience in the Computer Science and Information Technology sector and has gained an extensive array of technical and business computer certifications. Ms. Simpson provides leadership for the continued development of an innovative, versatile, agile and secure technology environment for the Middlesex Water family of companies. She has extensive experience in cultivating and motiving team members to exceed personal and professional goals. Ms. Simpson graduated summa cum laude from Monroe College. She is a member of the New Jersey Project Management Institute, the Society for Information Management and the Association for Computing Machinery.

GREGORY SORENSEN serves as Vice President and Chief Operating Officer of Middlesex Water Company, a role he assumed on December 16, 2024. With extensive experience in the utility sector, Sorensen oversees the company’s operational performance, including direct oversight of Engineering and Operations, environmental compliance, safety, and other essential functions. His responsibilities also include water and wastewater operations, capital program planning and delivery, safety and security, sustainability, and growth initiatives.

Prior to joining Middlesex Water, Sorensen served as President, West Region at Liberty Utilities, where he led a team of 800 professionals responsible for delivering water, sewer, and electric services to approximately 200,000 customers across Arizona, California, and Texas, as well as 240,000 customers in Chile. He had direct oversight of operations, engineering, and finance, managing regulated utility revenue of over $400 million. With a career defined by operational excellence, regulatory compliance, and employee development, Sorensen is dedicated to fostering a strong culture of safety and environmental stewardship at Middlesex Water. Sorensen, a Certified Public Accountant, received his Bachelor of Science degree in Accounting from Wake Forest University in North Carolina.

TATYANA KAPLAN serves as Vice President and Chief Accounting Officer at Middlesex Water Company, bringing extensive experience in regulated utility accounting, financial reporting, and strategic transformation. She joined the company effective March 26, 2026.

Ms. Kaplan most recently served as Director of Accounting for Veolia North America’s regulated utility business, where she led regulatory accounting and reporting across six jurisdictions and played a key role in shaping and executing the organization’s accounting and finance transformation roadmap.  Prior to her work at Veolia, she held roles at Prudential Financial, Inc. as an Associate Manager focused on external financial reporting, and at PricewaterhouseCoopers LLP as a Senior Associate in the power and utilities sector.

A Certified Public Accountant, Ms. Kaplan earned both a Bachelor of Science in Accounting and Finance and a Master of Science in Accounting from the Leonard N. Stern School of Business at New York University.

MATERIALS VERIFICATION TEST

The Materials Verification Test below can help you figure out if you have a lead, galvanized steel, copper, or plastic service line on the portion of the service line you own. When you have completed the visual inspection, please submit your results using the following survey link. If you have a lead or galvanized steel service line, Middlesex Water will contact you to confirm the results and schedule your service line replacement.

What you need:

  1. House key or coin
  2. Strong refrigerator magnet

Steps to check your service line:

  1. Find the water meter in your basement or outside your home and look at the service line that enters the water meter.
  2. Use the house key or coin to carefully scratch the pipe surface.
  3. Compare the scratched area to the following descriptions:
    • If it looks shiny and silver, the pipe is made of lead. A magnet will not stick to a lead pipe.
    • If it is a dull gray color with no noticeable scratch on the surface, the pipe is galvanized steel. A magnet will stick to a galvanized steel pipe.
    • If it is the same color as a penny, the pipe is copper. A magnet will not stick to a copper pipe.
    • If it is smooth and red, blue, white, or black, the pipe is plastic. A magnet will not stick to a plastic pipe.
